importance to be so dealt with.
The French Chargé d'Affaires informed Lord Russell
that the Spanish Government had accepted the Counter
Draft, and at the same time stated that his Government
were desirous that the Agreement should assume the form
of a Convention.
Sir J.D.Hay was authorised to sign the convention,
taking care however to insert in it an article rendering
it subject to the approval of Parliament so far as this
country was concerned.
A "Full Power" was sent to him for the purpose.
The Convention relating to the establishment and
maintenance of a Lighthouse on Cape Spartel was signed
at Tangier on the 31st May 1865 by the Representatives
of Great Britain, Austria, Belgium, France, Italy,
Morocco, Netherlands, Portugal, Spain, Sweden and the
United States. (Copy of the Convention is amexed
hereto).
Germany acceded to this convention on the 4th
March 1878 and Russia on the 31st May 1899.
